China has a new plan

China just unveiled the 15th 5 year plan which will govern the country’s future froln2026-2030. The plan outlines seven core targets, which are:
(1) High-Quality Development: Shift from scale to productivity, with domestic demand driving ~86% of GDP growth (up from prior periods). Boost consumption (targeting 56% contribution to growth) through expanded social security, rural revitalization, and regional coordination.
(2) Scientific and Technological Self-Reliance: Achieve breakthroughs in core technologies. Prioritize “new quality productive forces” like AI, semiconductors, biotechnology, new materials, clean energy, and aviation.
(3) Deepening Reforms: Comprehensive reforms for institutional openness, aligning with international rules to attract foreign investment in renewables, fintech, and health services.
(4) Cultural and Ethical Progress: Enhance societal values, education, and public well-being, including better quality of life and common prosperity.
(5) Ecological Civilization (Beautiful China Initiative): Advance green transition with major strides in low-carbon industries. Target non-fossil energy >30% of total by 2035; integrate wind/solar via unified power markets to meet 2030 carbon peak.
(6) National Security: Strengthen holistic security (political, economic, military, tech) through military-civil fusion and intelligence PLA capabilities by 2035.(7) High-Standard Opening-Up: Expand Belt and Road cooperation, trade innovation, and two-way investment while reducing reliance on foreign resources.
The plan looks for a more secure but more open China, green energy oriented, more tech advanced and more consumer driven. Who else have a plan at this scale that intends to execute?
