Do we (really) have a deal?

Will this be the good one? The U.S. and Iran appear to have reached a peace agreement. Details vary slightly by source (US and Iranian sides emphasize different aspects), but the core elements include:

1.  Immediate and permanent cessation of hostilities on all fronts, including Lebanon.

2.  US commitment to non-interference in Iran’s internal affairs and respect for Iranian sovereignty.

3.  Lifting of the US naval blockade on Iranian ports within 30 days.

4.  US withdrawal of forces from the immediate vicinity/periphery of Iran.

5.  Reopening of the Strait of Hormuz to unrestricted (toll-free) international shipping within 30 days, with Iran (and Oman) involved in management; Iran to remove mines.

6.  Suspension of sanctions on Iranian oil, petrochemicals, and related exports, with full access to resulting revenues.

7.  Reconstruction assistance: Plans from the US and allies for at least $300 billion in rebuilding Iran (details to be negotiated).

8.  60-day negotiation window for a final agreement on nuclear issues, comprehensive sanctions relief (including primary/secondary US sanctions and related UN/IAEA resolutions).

9.  Iran’s reaffirmation of its NPT commitments (no nuclear weapons).

10.  Freeze on escalation during negotiations: No new US sanctions or troop increases in the region.

11.  Release of frozen Iranian assets (reports cite ~$24–25 billion total; part available immediately or in phases, tied to compliance—“no money until performance”).

12.  Monitoring mechanism to oversee implementation.

13.  UN Security Council endorsement of the final agreement.

14.  Scope limitations: Final talks focus on enriched uranium stockpiles (removal/destruction), enrichment activities, sanctions, and reconstruction. Iran’s missile program and support for regional groups are reportedly excluded from the agenda.


It’s not clear if this attempt will hold, but in principle the agreement will be signed in Geneva this week, on June 19th. Oil is down and futures are up. It will be sold by both parties as a triumph, where in reality both parties (three if we include Israel) have suffered losses in this 4 month war. But if Hormuz finally opens, the rest of the world will win, particularly China,
